Our national animal, the cow, which was once considered a symbol of prosperity, purity, and Lakshmi in Nepali society, and the bulls that plow the fields are now abandoned and left on the streets in ugly conditions.  This cruel human tendency of worshipping them in the courtyard of the house until they give milk, but when they become old and weak, they are chased and taken to the streets, has now caused a major crisis in various cities and rural municipalities of the country.

 The saddest thing is that most of the cows rescued from the streets have eaten plastic in the city's garbage, due to which it is difficult to save them.

 Let the Parliament wake up:

 Need for an 'Animal Welfare Act' to protect the national animal

 Although the Constitution of Nepal has declared the cow as the national animal, a concrete, scientific, and practical law has not been made for its protection.  Our honorable MPs must now table the 'Animal Welfare Act' in Parliament.  Under this Act:

 Mandatory Tagging and Registration System:

 Every farmer's cow or bull must have a 'digital tag' or registration number in its ear.  If someone abandons their cow or calf on the road, the owner should be identified based on the tag number, and strict legal penalties and action should be taken.

 Stop Smuggling and Cruelty:

 Illegal cattle smuggling and transportation through open borders should be considered a complete criminal offense.

  The Scientific "Cow Retirement Pension Fund" and "One Paisa" will be paid by milk consumers. Cow shelters and animal welfare hospitals cannot always run on donations or small grants from the local level.  For this, a scientific and automated fund model is required:

 Milk Consumer Fund:

 Millions of liters of milk are consumed daily in Nepal.  If the government were to levy a 'Penny Amount' of just 10 to 50 paise per liter on the sale of milk or dairy products, crores of rupees would be collected in a month.  This amount would be deposited directly into the National Animal Welfare Fund.

 Cow Retirement Pension Fund:

 This fund should be set up with small contributions from both producers and consumers.  To secure the retirement of cows that have fed people milk throughout their lives, 'care homes' (gaushalas) and state-of-the-art 'animal welfare hospitals' should be operated across the country with the interest from this fund.

 Commercialization of cow dung and wheat:

 To make cow sheds self-sufficient, the government should encourage the commercial production, sale, and distribution of organic fertilizer, biogas, and medicines made from wheat.

 Our tendency to bow down to 'Gau Mata' (cow mother) until milk is given, and then push them on the road in the dark of night and leave them to die from being hit by a vehicle is hypocritical and stigmatized.  Cows did not come to the streets on their own; they were brought by human interests.  To sit idly by and watch this misfortune of the national animal is an insult to the entire state.  MPs should not just talk about nationalism and religion in their speeches, but should pass a strict law through parliament and create a scientific structure for the 'Cow Pension Fund' and 'Animal Hospital'.
